联合国秘书长古特雷斯24日在世界卫生组织日内瓦总部表示，中国人民为尽量减轻新冠肺炎疫情造成的负面影响，实施严格的防控措施，作出了巨大牺牲，为全人类作出了贡献。

联合国秘书长古特雷斯：根据世卫组织（专家）前往中国后提供的信息，从2月初以来，中国新冠肺炎病例数量开始下降，我希望这个形势能持续下去。同时，我衷心感谢，所有正在承受着日常生活上的不便、放弃了很多享乐的中国人民，这是他们为了遏制病毒传播所作出的牺牲，是对全人类的伟大贡献。

 

The UN chief expressed his gratitude to all of the people in China who are sacrificing many aspects of their normal lives to prevent the virus from further spreading, after discussing the outbreak with World Health Organization Director-General Tedros Adhanom Ghebreyesus in Geneva.

 

Guterres said the decline in the number of new cases in China since the beginning of February is a very good sign, and he expressed the hope that this trend will be maintained on a continuous basis.

 

截至周一，世卫组织收到的报告显示，在中国境外的28个国家中出现了2074例病例，其中有23例死亡病例。新冠病毒疫情在意大利、伊朗、韩国等国家呈现激增态势，令人担忧。世卫组织也提醒“新冠病毒疫情在一些卫生体系不稳固的国家扩散的可能性”。

 

By Monday, the WHO had received reports outside China of 2,074 cases — and 23 deaths — in 28 countries. Tedros described the sudden increases in cases in Italy, Iran and South Korea as "deeply concerning".

 

联合国秘书长古特雷斯24日在感激中国人民作出贡献的同时，也提醒世界，面对疫情，需要的是尊重自然，抛弃偏见和歧视，携手抗击。

 

联合国秘书长古特雷斯：我认为重要的是，对于所有的国家来说，现在这是一个影响着世界上许多国家的问题，所有国家都必须充分考虑和充分准备，尊重自然，不歧视，不污名化，尽一切可能遏制疾病传播。

 

I think it’s important to say that all countries - and this is now a problem that is affecting many countries in the world – all countries must do everything to be prepared and all countries must do everything respecting naturally the principle of non-discrimination, without stigmatization, respecting human rights; do everything that they can to contain the disease.

 

古特雷斯进一步警告说，必须采取一切措施遏制疫情。

 

 

联合国秘书长古特雷斯：疾病（新型冠状病毒感染的肺炎）仍然可能被控制，但是如果出现失误，或者某些事情没有做到位，那么仍有失控的风险，给全球健康和经济带来严重后果。

 

The disease, it’s still possible to be contained, but if some fail, if some do not do everything that is needed, this can still become out of control with dramatic consequences in global health and global economy.

 

世卫组织专家感谢中国传授经验  “若我感染，希望在中国治疗！”

 

面对突如其来的疫情，中国人以坚定的信心、果决的行动力采取了有史以来最恢弘、灵活和积极的防控措施，为世界筑起第一道防线。中国的抗“疫”行动力同样得到世界卫生组织专家的赞赏。

 

根据世卫组织的数据，中国疫情在1月23日至2月2日期间达到高峰并稳定下来，之后一直在稳步下降。

 

“中国—世界卫生组织新冠肺炎联合专家考察组”外方组长布鲁斯·艾尔沃德24日在北京表示，两周之内，中国新增确诊病例的数字实现了80%的下降，这样的下降是切实的，这样的改变对于中国和世界来说都是极大的贡献。这样的成绩来之不易，是中国人付出巨大牺牲，采取交通管制、居家隔离等严格措施才实现的。

 

Bruce Aylward, senior adviser to the director-general of the WHO and head of the foreign expert panel, said China's measures such as mass isolation, shutting down transportation and mobilizing the public to abide by hygienic practices have proved effective in curbing a contagious and mysterious disease, especially since the whole of society is committed to the measures.

 

Aylward added that the decline seen in China is real, saying "multiple sources of data have pointed that it is falling, and is falling because of the action that is being taken".

 

"This approach of all-of-government and all-of-society ... has averted and probably prevented at least tens of thousands, even hundreds of thousands, of cases," he said. "It is extraordinary."

 

布鲁斯·艾尔沃德对中国战“疫”给出这样评价：“我们要认识到武汉人民所做的贡献，世界欠你们的。当这场疫情过去，希望有机会代表世界再一次感谢武汉人民，我知道在这次疫情过程中，中国人民奉献很多。”

 

"To the people of Wuhan, it is recognized that the world is in your debt. When this disease finishes, hopefully we will have a chance to thank the people of Wuhan for the role they have played," he said.

 

25日，艾尔沃德表示，他看到了中国人民团结一致应对疫情，展现出极强的凝聚力和责任感。他感谢中国传授应对疫情的经验，并表示世界知道并记住了这些中国人民。

面对全新的、人类从未接触过的新型冠状病毒，艾尔沃德已经明确告诉世界，中国采取了果敢的做法，意大利也在仿效，我们想向世界表示，像中国这样去做吧！中国的方法是目前我们唯一知道的、被事实证明成功的方法。中国的方法是，在没有药，也没有疫苗的情况下，有什么就用什么，根据需要去调整，去适应，去拯救生命。

 

Aylward said, "The only successful measure we know so far to contain the COVID-19 is in China."

 

"We have to work with what we have. China's approaches are the only ones that we know work," Aylward said.

25日，世界卫生组织（WHO）在日内瓦召开发布会，刚刚结束中国考察行程的考察组外方组长、世卫组织总干事高级顾问艾尔沃德如此感叹。

 

“我想总会有人说，中国这也没有，那也没有。”艾尔沃德说着，话锋一转，“但如果我感染了，我希望在中国治疗。”(If I have COVID-19, I want to be treated in China.)

 

艾尔沃德说，他考察过中国的医院，对中国投入之巨大印象深刻。

 

“我问他们有多少台呼吸机？他们说50、60台。然后我又问，有多少ECMO（移动心肺仪器）？他们说5台。”

艾尔沃德感叹：“5台？一家医院？欧洲都没有这么多。”

“中国知道如何让新冠患者康复，他们下定了决心，投入也非常巨大。”艾尔沃德说，“这并非全世界都能做到的。”

 

“China know how to keep people alive from COVID. They're super committed to it and they're making a massive investment in it as well. That's not going to be  the case everywhere in the world."

 

艾尔沃德同时表示，新冠肺炎是一种很严重的疾病，他担心有人看到中国的数据会产生一种“虚假的安全感”。

 

 

他说，世界其他地方的人们在面对疫情时，首先需要做的是改变自己的思维模式，学习中国专业的应对机制。

 

“应对疫情，世界其他地方的人们是这么想的——‘天啊，我们要如何生活’‘怎么来管理这场灾难啊’等等；而不是——‘天啊，病毒将在我们国家出现，我们要在一周之内找到所有感染者，追踪每一位接触者，确保隔离他们每一个人，保住他们的性命’。”艾尔沃德举例说，“中国恰恰就是这么做的，他们大规模地这么做。”
